The fire broke out at about 11:15 a.m. local time on September 10th while the Liberian flagged vessel was undergoing repair and inspection work at Qingdao Beihai Shipbuilding Co., part of state owned China State Shipbuilding Corporation, or CSSC, in Qingdao, Shandong province.
Chinese authorities said 42 people were aboard the vessel when the fire started. Twelve were evacuated safely and five injured people were taken to hospital, where their conditions were reported as stable. The remaining 25 were initially listed as missing.
By 7:24 p.m., rescuers had located all 25 missing people and none showed signs of life, bringing the confirmed death toll to 25.
The fire was extinguished at around 2:30 p.m., roughly three hours after it began. Emergency management personnel, firefighters, police and medical teams were deployed to the yard during the response.
The vessel involved has been identified as Ocean Melody, a 20 year old Liberian flagged dry bulk carrier.
LSEG ship tracking information cited by Reuters identifies the vessel as being managed by Yuyangkunpeng Shanghai Ship Management, with Huili Shipping Co Ltd listed as its registered owner. The ship arrived at the Qingdao shipyard on August 31st and had remained there before the fire.
The vessel was built in 2006 and has a deadweight capacity of about 55,700 tonnes.
Its presence at the yard placed the accident firmly within a ship repair environment rather than during normal cargo operations. That distinction will be important for investigators because repair periods can involve simultaneous work by ship crews, yard personnel and contractors in confined sections of a vessel.
